NSDAPS Supplemental Guidelines for Prevention and Control of COVID-19

Supplemental guidelines on workplace prevention and control of COVID-19 was issued by the Department of Trade and Industry (DTI) and the Department of Labor and Employment (DOLE) upon consultation with and recommendation of Department of Health (DOH) on August 6, 2020 to further ensure the safety and health of employees in the private sector. This aims to assist private institution in developing the minimum health protocols and standards in the light of the COVID-19 pandemic.

In addition to the previously issued policy on NSDAPS Prevention and Control of COVID-19to mitigate the transmission of the virus, the following are the minimum public health standards to be complied within the workplaces: 

  1. Strict compliance of wearing of face masks at all times, where medical grade face mask is highly encouraged. Masks with vents should not be used since it can only protect the one wearing but he/she can easily spread the virus to others. Cloth masks may be used as long as worn with a filter such as tissue paper or other similar materials and must be cleaned and washed daily. Filters for cloth masks must be replaced and properly disposed. Hands must be washed before and after replacing it and must avoid frequent touching and adjusting the face masks unless necessary. Disposable face masks must also be disposed properly after use. 

  2. Wearing of face shield together with the mask especially when interacting with colleagues, clients and visitors. Face shields should cover the entire face; thus Visor type face shield is not allowed. It can only be removed according to the demands of the work or when the occupational safety and health of the employees so requires. 

  3. Strict implementation of the physical distancing of at least one (1) meter or two (2) meters when possible.  Since people can spread the virus before they know they are sick, it is important to stay at least one (1) meter or two(2) meters away from others when possible, even if you do not have any symptoms. Social distancing is especially important for people who are at higher risk for severe illness from COVID-19.

  4. Frequent hand washing with soap and water or the application of alcohol-based disinfectants. This shall be mandatory and is encouraged to be practiced at home. Proper hand washing technique of 20 to 40 seconds is recommended to kill the germs. Alcohol based hand sanitizer is helpful in protecting against the spread of viruses, however, hand washing with soap and water is still the best.

  5. Minimum public health standards should also be enforced in the shuttle services. Aside from wearing of face shields and face masks at all times and observing physical distancing, employees inside the vehicles should avoid talking with each other, taking phone calls, eating and removing their masks and shields. Adequate ventilation should be strictly enforced inside the shuttle service and windows should be at least three (3) inches open while in transit.

  6. Observing guidelines or health protocol duringmeal hours, lunch break or dining in canteen.Physical distancing of at least one (1) meter, or two (2) meters when possible, shall be observed at all times.Staggered meal schedules should be observed to further restrict contact among the employees. Eating alone in the work areas / offices is highly encouraged. Dining in canteens may be allowed provided that employees shall strictly comply with the physical distancing of at least one (1) meter and shall be prohibited from talking with each other. Face masks and face shield should be worn right after eating. It is also recommended to use wide mouth tumblers and wash it before refilling water from the water dispenser to avoid touching the surface thereby lessen contamination.

To minimize the contact rate, the school offers alternative work arrangements, such as working-hour shifts, work from home, where it is feasible and on rotationbasis.

Continuous monitoring of employees’ health condition, with proper treatment and referral is being done for prevention and control of COVID-19. Proper screening of visitors to avoid transmission is also followed. Now that we are in the Modified General Community Quarantine, industry and business establishments are now open for business transactions to help revive our economy, but this does not mean that the virus is controlled. In fact, cases of COVID- 19 are continuously rising putting everyone’s lives at risk. That is why, strict compliance of the health protocol is very much needed in order to fight this virus. Together, let us help one another to surpass this difficulty by building a strong community, full of hope and trust with our Almighty God, that this pandemic might end soon so that those lives suffered would have meaningful sacrifices for all of us.
